A club receives a large donation and immediately promises several projects before agreeing how the gift can be used. It pauses to record priorities and responsibilities instead of competing for the new funds.
Deeper explanation and when to use it
A fire can be useful when it is controlled and damaging when it is not. Applied to money, the image draws attention to the demands that may grow around it: rivalry, promises, spending or expectations from others. The saying is brief enough to allow several such readings, rather than identifying one proven effect of wealth. A useful response is to make decisions deliberately and discuss obligations clearly. It does not follow that a person with resources is corrupt, or that poverty protects people from complicated choices.
