You can provide an opportunity, guidance or encouragement, but another person must choose whether to take part. The horse image distinguishes making something available from being able to compel a willing response.

What the words are saying

The person leading the horse can bring it to water but cannot supply its desire to drink. That distinction carries into teaching, invitations and other situations where one person offers something another must use. It encourages attention to what is within the helper’s control: explaining clearly, making access practical and listening to obstacles. It does not show that an unwilling response is always stubbornness. The offer may be unsuitable, confusing or poorly timed. Nor does the image justify forcing participation. Once a genuine choice is available, the other person’s decision remains part of the situation rather than a task the helper can complete for them.
