Meaning in plain English

Being able to arrange the conditions of a contest is different from being able to take part skilfully. Packing the cards points to manipulating the setup, which should not be mistaken for ability demonstrated in fair play.

What the words are saying

The contrast separates control of the deck from skill in playing the game. In a figurative reading, someone may arrange a process to favour an outcome without possessing the ability that the process is meant to assess. A favourable result can therefore need examination of how the conditions were set. This does not mean that all preparation or influence is dishonest: transparent rules and legitimate organisation are different from a concealed advantage. Nor does the proverb prove that a particular person cheated. Its useful question is whether the result shows competence under the agreed conditions or chiefly reflects the way those conditions were manipulated.
